Surprisingly, they've got everything right - it is the costume of one of the Graff Vynda K's guard from The Ribos Operation, the first of the 'Key to Time' season. One of the costumes was worn by Tom Baker himself, when the Doctor was in disguise. It's a very curious story to start a season on, short on action, and there is a climax which is strong narratively but lacks punch on screen.
