I went to university in Newcastle-upon-Tyne. As I remember the dress code for men was a sports jacket over a thin shirt buttoned up almost as far as the neck. This applied in Summer and Winter with the option to do up one button on the jacket if it got cold. Women's dress started with miniskirts which were compulsory for teenagers on a Friday night.

There was a "Guide to the weather" doing the rounds a few years back. It was along the lines of:
-20C: clubbers in Newcastle put a jumper on
-30C: housewives in Shetland stop putting the washing out
-40C: Norwegian army cancels winter manoeuvres because it's too warm.
