The problems at the Oxfordshire school seem to have been caused by the children eating outside- I'm sure that if they eat inside for a while the problem will go away- because it won't be worth thre kites while to go there any more.

That said, I think there can be an issue with allowing wild birds and animals to become too comfortable around humans. A little bird scaring might be in order.

Kites are scavengers anyway, in Egypt troops had to cover their mess tins to stop kites trying to snaffle their grub.
