Over the years there have been many claims of faster-than-light effects, e.g. involving quantum tunneling. None stood up to scrutiny, usual cause was confusing the notional 'group velocity' of a wave packet with the speed at which a signal can be transmitted. Example: I can prearrange for a line of cheerleaders to do a Mexican wave which travels down the line faster than light, but they can't pass a message along at that speed.
This particular claim may come down to poor definition of the time at which the 'original neutrinos' were deemed to be emitted.
