I'm confused.

Broadband isn't usually charged by bandwidth use, all the providers I am aware of here charge a monthly fee and often don't have a published cap, so how can they work out a per-second and per-megabit charge from that?

Or do they mean that they are working out the charge for (say) an 8mbps connection across a month, and then dividing by 8?
