There is a very, very, very, very (n) wide gap between - say - inctement to hatred of marmite, and incitement to hatred of a person the basis of their faith, sexuality, or similar facet. (Tolkien being only 'this much' away from marmite). But it's a continuum. There's enough hatred in this world, without incitement. Even of hatred of savoury snacks.
