I suspect that they are hoping that we, the general public, will not produce enough support to change the electoral system. They've offered a referendum and have said that any Conservative who wants to keep things as they are is welcome to campaign for a No vote. And if the referendum fails (which, actually, I doubt) they can say that it wasn't their fault, but it was the will of the people.
