Just now: South Gloucestershire Clinical Commissioning Group are making a strong bid for "Worst admin". They will have to do a lot if they are to overhaul the front-runners, St Mark's hospital and Bristol City Council; but they are starting to think that they can do it. Meanwhile, South Gloucestershire Council are maintaining a steady fourth place. There's nothing showy about them, but if any of the others slip, they could be in with a chance.
