From what I have seen / heard, Mervyn King is a very sensible man. He is hindered by the tripartite system of regulation put in place by the current government, where bank regulation is shared between the Bank of England, the Financial Services Authority, and HM Treasury - but then, I didn't hear Mervyn King - or anyone else - complaining much about this before the crash.
